Program Manager, Civic Innovation Office

Job Summary:

This is an exciting opportunity to join the City of Toronto's new Civic Innovation Office. The City is seeking a Program Manager with strong municipal leadership experience to support the introduction and success of its new Civic Innovation Office, which will help solve public challenges by creating a bridge between City divisions and Toronto’s growing innovation and technology communities.

The Civic Innovation Office will be housed within the City Manager’s Office and apply technology, data analysis and design thinking to develop and test solutions to major challenges faced by city residents. The Office is funded through Bloomberg Philanthropies, which recently selected Toronto as the first Canadian city to join its global network of Innovation Teams, which are collectively addressing pressing urban challenges to help improve the quality of life for local residents.

This is a 2-year opportunity with the potential for an additional 1-year extension.

The Role:

As the Program Manager you will report to the Director of the Civic Innovation Office team, and work with City leadership to identify challenges and deliver solutions developed by outside innovators with an eye to sustainability and integration.

With a record of delivering impact in the public sector and an aptitude for moving people outside their comfort zones to embrace new approaches and mindsets, you will operationalize innovation within City Hall. You will have a proven track record inside municipal government and a deep understanding of data analytics and processes as they relate to municipal governance and procurement.

About You

You have demonstrated versatility and an ability to tackle challenges across a wide spectrum of city issues.

You have public sector experience and a deep understanding of municipal issues in the Toronto context. You’re not afraid of terms like 'systems integration', 'business acquisition', 'operational efficiency improvements', and 'process reengineering'.

You know how to work collaboratively across units and divisions to achieve the best outcomes for the public. You can see how all the pieces fit together in a highly complex organization with a variety of stakeholders and a public mandate. You understand how City Hall works and have proven your ability to use technology, data analysis and design thinking to deliver successful results that have a meaningful, long term impact.

Above all, you believe in city government’s ability to affect positive change and care deeply about Toronto and its residents.

Major Responsibilities:

Operationalizing the newly created Civic Innovation Office, with a focus on internal stakeholders and solution delivery

Promote and embed a design-based innovation approach to problem solving within City government

Work productively with City divisions and external innovators to develop creative, ambitious solutions to civic challenges

Work with City leadership including the City Manager’s Office, Mayor’s Office, Chief Corporate Officer, Chief Information Officer and Director of Purchasing to ensure there are clear and appropriate implementation plans for delivery on all major initiatives

Ensure end results are of the highest caliber with a clearly articulated scope and quantifiable public benefit

Manage overall program budget, and ensure spending is managed within approved annual and multi-year budget allocations

Actively collaborate with the Bloomberg Philanthropies Program and other Innovation Team grantee cities

Key Qualifications:

1.A strong understanding of municipal government, divisional structure, process and procurement.

2.Demonstrated experience in business transformation or related experience, focused on building and developing organizational capabilities through change management.

3.Considerable experience and understanding of business capability assessment, business process management, workflow, and integration methods and tools.

4.Proven success in mobilizing and motivating cross-functional teams.

5.A strong understanding of data analytics and how it can be applied to effective public policy.

6.Experience or familiarity with design-based innovation, agile development, lean start-up, or other innovation methods and tools.

7.Strong knowledge of Toronto region innovation and technology stakeholders and excellent relationship management skills.

8.Ability to apply critical thinking to drive a positive outcome.

9.Experience managing a program budget, and ensuring overall program spending is managed within approved annual and multi-year budget allocations.

10.Ability to contribute to, and work productively within, a small, high-performance team.

11.Demonstrated success in fostering an organizational culture that emphasizes high professional and ethical standards to support public service excellence.

12.Experience in a variety of government roles is considered an asset.

Salary Range: $108,222 - $127,171 per year
